In the latest podcast from the Official PlayStation Magazine (OPM), the team shared a few revelations about Batman: Arkham City. Leon Hurley, Commissioning Editor for OPM, visited Rocksteady Studios and left with some details; one of which is the game is further along than anyone might have thought. Leon reports that the game is finished – it’s playable from beginning to end. At this phase, Rocksteady is polishing the title and preparing it for release next year. Spoilers: Side missions have been implemented within the story – For example, Zsasz is calling random telephone booths and telling those who answer they will die in the morning; it’s up to you to either investigate the issue or simply walk by and continue through the game. Batman can now “bullet dive” down from a building to quickly get to another area — Tech such as the “Boost Grapple” are now being refined. This allows you to fire up vertically so that you can zip across Gotham. Expect environment changes; thin walls can now be punched through and so can vents. During his visit, Leon stated that it was raining a lot which added to the overall dark feel of the game. He compared the extremely open world to a cross between Escape from New York and Tim Burton’s Batman. Leon described everything as “crisp and dark”. Detective mode has been enhanced – In one example of the new mode, the Joker tries to assassinate Catwoman. Bruce has to use detective mode, find the bullet holes, and then calculate a trajectory as to where the sniper should be. Cooperative play is still a possibility. I can't find it posted anywhere but here is a summary of the plot from Gameinformer:
The story in Batman: Arkham City takes place after approximately one year and a half after the events in Arkham Asylum. Meanwhile, Quincy Sharp has taken credit for defeating Joker and used this good reputation in order to become the mayor of Gotham City. Because both Arkham Asylum and the Blackgate Prison are not suitable to contain inmates anymore, Mayor Sharp fortifies a large section of Gotham’s slums and gets some mercenaries (called Tyger) to secure the perimeter of what will, from now on, be called “Arkham City“ (thus completing the plans found in his secret office in the first game).
The prisoners that go into Arkham City are free to do whatever they want as long as they don’t try to escape. Sharp hires psychiatrist Hugo Strange to oversee Arkham City, while Batman, worried that the situation will get out of hand, also watches over the new “Prison City”.
The action of Arkham City game starts when Two-Face (whose presence in the game has been hinted earlier this year, along with Mr. Freeze and Talia al Ghul) tries to execute Catwomen, hoping that this act will help him gain status among the inmates and other villains. Of course Batman cannot sit idle and let his former love interest get killed, so he decides to enter Arkham City and stop the execution.

really how could he convince anyone that he stopped joker? pretty much everysingle person involved in arkham takedown would say otherwise.
even if he did convince him he stopped joker how is that enough to forgive him essentially letting the whole deal happen in the first place.
