What seemed really unlikely, but according to a leaked UK retailers' list might be happening, is a game that would tie in with The Dark Knight Rises. Though Batman Begins had its own tie-in, The Dark Knight's was cancelled due to the studio working on the project being shut down and with Lego Batman 2 rumored to be coming out at around the same time of TDKR's release, many assume that it would be used to captialise on the TDKR's success. If they were gonna do a DKR game, I think we would have heard about it before now. Besides, like you already said, we got Lego Batman 2 coming out around then and it would be pointless to make a real Batman game without Rocksteady involved. The movie doesn't need a game and I don't think fans care if we get one. This is Nolan's big finale; we don't need a sub-par tie-in.
